Signing Ceremony

On July 18, 2024, a signing ceremony was held for the Shenyang Qipan Mountain Chinese Animation “Dream Journey” Digital Creativity and Integrated Development Project, an initiative to build the Shenyang Qipan Mountain·Alpha Wonderland. At the ceremony, a strategic cooperation agreement was signed among Shenyang Qipan Mountain International Scenic Tourism Development Zone Management Committee, Shandong Culture and Tourism Investment Group, China Railway 14th Bureau Group, China Railway 23rd Bureau Group, Shenyang Tourism Group, Guangdong Alpha Theme Culture and Technology Co., Ltd., Qingdao Rio Culture and Tourism Technology Co., Ltd. under Shandong Rio Culture Technology (Rio-Tech) and National Base for International Cultural Trade (Guangzhou). The delegation led by Men Jiachun, Deputy Party Secretary, Director and General Manager of Shandong Cultural and Tourism Group, a shareholder of Rio-Tech, attended the ceremony.

The event marks the formal launch of the major cultural and tourism project at Shenyang Qipan Mountain, which is slated to open to the public in 2027 following a three-year construction period.

The project involves a total investment of approximately 2.7 billion CNY and is planned to cover an area of 432,900 square kilometres.

It represents another significant milestone in the collaboration between Rio-Tech and Alpha Group on offline live entertainment projects. The first project jointly developed by the two companies, the Super Wings FantasyLand in Qingdao World Expo Park, started welcoming visitors on March 30, 2024. For the new partnership, they will cooperate to build Shenyang’s first Chinese animation theme park resort featuring Alpha Group’s series of Chinese animated classics.

The project is planned to feature six themed attractions - Alpha Dream Plaza, Alpha Ultra-Sensory Space, Crimson Forest, Super Dream Factory and Code Secret Passage Exploration, and Alpha-themed Parent-Child Hotel. It will cover comprehensive business formats including theme resort hotels, indoor water parks, outdoor museums and premium oceanariums. This is Shenyang Qipan Mountain·Alpha Wonderland, a fun experience filled with famous Chinese animations that is immersive and full of vitality for all ages,.

Project Concept Map

The project is designed to attract tourists to experience the unique charm of Chinese animations by offering diverse consumer experiences via modes such as IP plus scene restoration, amusement equipment, immersive virtual experience and AI intelligent interactive experience. This will inject new vitality into Shenyang’s culture and tourism industry, providing richer loading and scene space.

The signing ceremony was attended by several key officials, including Chen Huanan, Director of the Investment and Financing Division of the Industrial Development Department in China’s Ministry of Culture and Tourism, Liu Kebin, core Party member of the Shenyang municipal government and Director of the Shenyang Municipal Bureau of Culture, Tourism, Radio and Television, Yan Zhanfeng, Party Secretary of the Hunnan District of Shenyang and Secretary of the Party working committee of Shenyang Qipan Mountain Development Zone, Ren Lihui, Head of the Hunnan District government and Director of the Shenyang Qipan Mountain Development Zone Management Committee, Zhang Chen and Leng Guiyuan, senior officials of the district government.
